Trading 2017 Rookie Picks
1. If you trade a 2017 rookie draft pick, any costs incurred to you due to winning a rookie draft pick should exchange to it's new owner.
2. However, once you make the selection of a player in the 2017 Rookie draft, you will have that draft cap hit cost against you and only you even if you trade said player. Once the trade deadline passes and the new season starts (March 2018) with the opening of the trade window, all draft cap hits for 2017 rookies will be erased.
Rookie Draft
Our 4 round Rookie Draft will take place each year from August 1st at Noon(EST) until all picks have been made.
Our 2017 Inaugural Rookie Draft will see the first 2 rounds of picks be a part of our Start Up Auction Draft. Rounds 3 and 4 will be the reverse order of the Waiver order OR A MINI AUCTION. BASED OFF MINIMUMS BIDS OF 10K AND ABLE TO MOVE IN INCREMENTS OF 10K, once the start up auction is complete. This will be put to a survey monkey vote. Reverse waiver order is random and not always the best way. A petty dollar auction would keep the league theme intact and would be affordable. Not to mention majority of these players will be taxi squad fodder.
*Rookie drafts will always move in a Linear formation, not snake.
Draft Order
Prior to each draft a draft order will be generated for picks 1-6 based on a teams previous year's WORST OPTIMUM POINTS SCORED. Typical leagues will do worst record, but record is up to chance. To prevent tanking and to help the teams that actually need to improve (and deserve early picks) we will implement this strategy.
The other 6 teams that make the playoffs will determine their draft order by how far they make it in the playoffs.
The 2 teams that lose in round 1 will be picks 7 and 8 (based on regular season record with any ties being broken by total points the same as non-playoff teams).
The 2 teams that lose in round 2 will play in the 3rd place game (week 16), with the winner taking home a cash prize and pick 10 while the loser will settle for pick 9.
Runner up will take pick 11 and cash prize and the Championship team will take pick 12 and cash prize.
Once the draft starts each team will have 24 hours during the 1st round, 16 hours in the second, and 12 in the 3rd and 4th to make their pick. If a selection is not made within the pick time frame that team will be skipped.
Being active will obviously make this go much faster.
Skipped Picks
If a team is skipped they will have 24 hours from the end of their pick clock to make a selection. If this is not done they will lose that draft pick for good. If this happens twice in a draft you will receive a $.5M cap hit. If it happens three times in a draft we will look at replacing you as an owner. Make your picks, pay attention, and be active. If your pick is skipped and two teams after you have picked we will pause the draft once you alert us that you want to make your pick, which you must give me on the spot.
H.4 Rookie Salaries
Rookies Salaries will be as follows:
Round 1: Picks 1-3 = $4.0M, 4-6 = $3.5M, 7-9 = $3.0M, 10-12 = $2.5M
Round 2 salaries will be $1.5M per year, Round 3 will be 1M per year, and Round 4 will be $.5M per year.
H.5 Rookie Contracts
All rookies are assigned contracts by their drafting Franchise. The options are:

3 Years
4 Years

Undrafted Rookie Waiver Period:
After each years rookie draft there will be a 48 hour window where each team can place waiver bids on any remaining undrafted rookies. Winning bid will be determined by regular season waiver priority and team with the highest priority will win the player at a minimum contract (0.25 mil/year).
For any team bidding on multiple players they must put a priority level next to each bid. (1 being for the player they want most). Bids will be won based on highest waiver priority followed by player priority. Once a team has won a player they will move to the back of the waiver order and all additional players this team bid on will be subject to new waiver position.
First bidder will create a thread titled with the following format "Player Name - Team - Position" in FA auction that includes team name and priority. (Ex: Full Berry - #1).
48 hour period start will be determined by the commissioner and waivers will be processed starting with highest waiver priority. For example, team with waiver priority #1 (player priority #1) will have their bid processed first followed by #2 waiver priority until all bids are processed.
Once the waiver period ends, each winning team will have 24 hours to post contract length in the player thread. Any remaining rookies not on a roster will enter the FA pool and be treated as regular FAs.
