Proposal - Add language to By Laws to have the Franchise Tag be based on the previous season's salaries.
Rationale - This is so that the terminating contracts from the previous season are taken into account for all franchise tags so as to not bypass said terminating contracts which would result in a cheaper franchise tag then should be otherwise reflected.
